Because federal law exists for the legal equipment and taking methods for migratory doves and would supplant the lack of state regulation, the proposed revocation of the regulation is not anticipated to have any appreciable negative economic impact on the department, other agencies, small businesses or the public.

Less than 5 percent of the 200 commercial fish bait dealers in Kansas sell common carp as bait but many other species are allowed for sale under the regulation.  Otherwise, the proposed amendments are not anticipated to have any significant economic impact to the department, other state agencies, small businesses, or individual members of the public.

The proposed change could generate an additional $1,660 for FY06 and an additional $3,320 for FY 07, based on 2005 calendar year duplicate issuances, all of which would accrue to the boating fee fund. Otherwise, it is not anticipated to have any other substantive impact to the department, other agencies or the public.
