Anyone required by law to buy a hunting license must participate in the Harvest Information Program (HIP) if they hunt migratory birds, including waterfowl, coot, dove, sandhill crane, snipe, rail, and woodcock. This requires a $2.50 HIP stamp.
HIP stamps go on sale July 1 and are needed for the opening of dove season. When the stamp is purchased, the hunter will be asked to indicate what birds he or she hunted last year. Wildlife and Parks must send information on permit purchases to the Fish and Wildlife Service within 30 days of issuance.
At the end of the hunting season, HIP stamp purchasers will be randomly surveyed by the U.S. Fish and Wildlife Service. This will provide important information for setting and justifying future migratory game bird seasons.
